It's called the Inflatable Child Seat Concept and was designed by the design manager at Volvo's Monitoring and Concept Center in California, Lawrence Abele, to help parents keep their kids secure. This safety seat operates by using electric motors to either inflate or deflate and then mold to the shape of the vehicle, thus making it easy yet reliable.
